KEYNOTE SPEAKER

Josh Hawkins

President-Elect of the SC Emergency Management Association 

Joshua Hawkins serves as the Director of Emergency Management for Anderson County, South Carolina. In this role, he leads the county's emergency preparedness, response, recovery, and mitigation efforts, working collaboratively with local, state, federal, private-sector, and nonprofit partners to strengthen community resilience.

In addition to his county responsibilities, Director Hawkins serves on the Executive Committee of the South Carolina Emergency Management Association as President-Elect. He also serves as a committee member on the South Carolina Adjutant General's Office Regulation 58-1 Committee, helping shape policies that support emergency management across the state.

With more than 17 years of experience in emergency services, Hawkins has served in firefighting, emergency medical response, technical rescue, and dive rescue. His operational experience provides a strong foundation for leading complex emergencies and coordinating multi-agency disaster operations.

Through his leadership with the South Carolina Emergency Management Association, Hawkins is committed to building relationships among emergency managers, government agencies, private-sector organizations, and community partners, recognizing that strong relationships established before disasters occur are essential to an effective response and resilient recovery.

Hawkins continues to serve Anderson County in several other specialized emergency response roles, including Firefighter, Emergency Medical Responder, Swiftwater Rescue Technician, HazMat Technician, Rescue Diver, Tactical Flight Observer, and Part107 Drone Pilot.
